When a country or nation was captured, the captors would usually burn books so that the citizens would not be able to compare the old government with the new, and would not revolt.

Government or private group
Uses censorship when it feels threatened by free expression to defend its beliefs

Two kinds of censorship methods

Formal - government officials follow law to control free speech
Informal - has no specific law covering offense
